Project Description:
The overall objective of the project was to protect public health through ensuring effective transposition and implementation in Romania of EC Directives on the quality of water for human consumption and bathing. Priority within the project was given to the area of human consumption and strengthening the local public health authorities with regard to their responsibilities in the area.
Specific objectives of the project included:
- Update assessment of the department and laboratory facilities, financing and human resources from the Ministry of Health;
- Assessment and definition of all the needs of the Ministry of Health in the field of assuring the complete implementation of the EC Directives; assessment of the existing legislation and its level of harmonisation and conformity;
- Elaboration of an Action Plan for implementation of the Directives;
- Assisting in the implementation of all appropriate measures ensuring the compliance with the European quality standards for drinking and bathing water; development of QA/QC systems;
- Strengthening of the monitoring capacity of the Ministry of Health;
- Improvement of laboratory operation and organisation by development and implement QA/QC systems; establishment of the laboratory information management systems (LIMS); development of guidelines for new methods in compliance with CEN or ISO standards;
- Strengthening of the reporting capacity of the Ministry of Health; and
- Assessment on training needs and provision of training and education for staff members.
