Project Description:

The overall objective of the programme which this contract is part of is as follows:

“To support the implementation of the policies of the beneficiary country to promote and consolidate the process of structural reform of the justice and security sectors and contribute to reduction of the high levels of impunity, according to the priorities identified in the” National Agreement for the Improvement of Security and Justice”.

The specific objective of the programme which this contract is part of is as follows:

“Justice and security sectors operate more effectively in prosecution and investigation of crime and guarantee due process by protecting the rights of victims and vulnerable groups seeking rehabilitation, reintegration and education.”

The specific objective of TA is to support beneficiary institutions of the SEJUST programme in coordination, planning, implementation, monitoring and follow-up of program activities, and provide technical support and advice in the design, development and implementation of procurement processes, in accordance with procedures of the European Commission; and support other needs that might arise during the implementation of the TA.

To meet these objectives, Eptisa, as a leading company in consortium with ICON and ICCPG, must achieve the following results:

  • Result 1: Strengthened institutional capacity of the Executive Secretary of the Coordinating Body for the Justice Sector Modernization and other beneficiary institutions.
  • Result 2: Support to the Executive Secretary of the Coordinating Body for the Justice Sector Modernization and other beneficiary institutions for the efficient implementation of the programme in accordance with the priorities defined. Support satisfactory preparation of the administrative and financial documentation and reports of the programme in accordance with the requirements of PRAG and other provisions of the EU.
  • Result 3: Support to the Executive Secretary of the Coordinating Body for the Justice Sector Modernization and other beneficiary institutions in the development and monitoring of tenders for the procurement of services, works and supplies required by the program, according to the procedures of the European Union.
  • Result 4: Support to the Executive Secretary of the Coordinating Body for the Justice Sector Modernization and other beneficiary institutions in carrying out activities in line with requirements for dissemination, communication and visibility necessary for the EU-funded activities and implemented as provided in the “Communication and Visibility Manual for European Union External Actions “.
  • Result 5: Support to the Executive Secretary of the Coordinating Body for the Justice Sector Modernization and other beneficiary institutions in the inter-sectorial coordination of activities throughout the duration of the project.
