Project Description:
The main objective of the project is to reduce regulatory uncertainty and existing administrative barriers to starting and operating a business; to harmonise business regulation and the licensing framework at central and municipal level; to improve the transparency and accountability of regulatory functions administered by municipalities and the overall quality of service delivery to businesses at municipal level.
Objectives are to be achieved through establishing of Municipal Business Centres (MBC’s) that will integrate implementation of enterprise regulations, guidelines and required services in municipalities in Kosovo.
Types of services provided by the Consultant:
- Undertaking an inventory / analysis of regulations administered at municipal level in order to provide the basis for a re-engineering of the system to a model based on MBC’s;
- Conducting a needs assessment for the MBC’s in terms of both staffing/capacity building and technical infrastructure;
- Drafting municipal decisions necessary to establish the legal status of MBC’s in the new system;
- Developing standardized operational procedures for MBC’s for issuing permits and carrying out municipal inspections, and preparing a model Operational Manual;
- Selecting and training of civil servants who will comprise the staff of MBC’s;
- Contributing contents to municipal websites and enhancing funcioningof the internal IT systems in close coordination with other donors’ projects at municipal level (i.e. USAID, UNDP, etc.);
- Monitoring and evaluating of implementation.
