EPTISA starts the implementation of a recently signed contract financed by the Swedish International Development Cooperation Agency (SIDA) to enhance Albania’s environment and climate change framework in line with the EU accession requirements
EPTISA in consortium with Urban Research Institute (URI) starts the implementation of a new, strategically important project, to spearhead the development of Albania’s strategic, policy, legal, institutional, and financial framework for environment and climate change, essential for Albania’s EU accession. The kick-off meeting for Albania’s Environment Support Programme took place in Tirana, bringing together team members and the main project stakeholders to initiate a comprehensive effort aimed at aligning Albania’s environmental and climate change policies with European Union (EU) standards.
Over the next three years, the project structured around four primary components will address the critical aspects of policy harmonization, legislative transposition, institutional reform, and financial planning:
- Component 1: Development of the national strategy and policy on environment and climate change, harmonized with national priorities and general governance policies, in compliance with the EU strategy and policy, including development of DSIPs on EU directives requiring a transitional period of implementation;
- Component 2: Planning of the process for the full transposition of the EU acquis on environment and climate change into the national legislation framework and developing the human capacities for its implementation;
- Component 3: Designing of an efficient and effective national institutional and administrative system for the environment and climate change area;
- Component 4: Development of a financing plan for the fulfilment of the European Union accession requirements on environment and climate change, and of the human capacities for its implementation.
This kick-off meeting underscored the project’s objectives, scope, and timelines, setting a clear roadmap for the months ahead. By fostering a collaborative approach, the meeting established a shared understanding among participants, laying a strong foundation for the programme’s successful implementation.
