Project Description:
The objective of the project was strengthening of institutional capacity of the Romanian authorities to further implement and enforce the EU Directives on Integrated Pollution Prevention and Control (IPPC) & Large Combustion Plants (LCP) in Romania.
This intervention was achieved by the following specific objectives:
- Improving the capacity of Romanian authorities at central, regional and local level for the implementation and enforcement of IPPC and LCP legislation by facilitating the support to operators to reach compliance with IPPC requirements;
- Streamlining existing legislation on industrial emissions (IPPC Directive), the relevant sector legislation on LCP, waste incineration, and the use of organic solvents.
The intervention is divided into four main tasks:
- Assessment of current IPPC and LCP Directives harmonization in Romania and assist national authorities to develop new National Technical Guidelines (NTGs);
- Ensure public access to environmental information and decision making process within the procedure for issuing the integrated environmental agreement/permit for the activities/installations with transboundary impact;
- Notification of interruption in the functioning of emission reduction installations and control;
- Establishing the procedure for integrated permitting process of the gas turbines with co-generation and development of the draft of the environmental integrated permit and agreement.
