Project Description:
The overall objective of the project was to facilitate the successful completion of the infrastructure projects selected to be financed under Phare 2005 ESC. The project aimed at supporting the Ministry of Development, Public Works and Housing (MDPWH), and the Implementing Authorities for the works contracts (RDA’s) and the local beneficiaries in the successful management and supervision of 9 works projects concluded under the Regional infrastructure to support economic development, under Phare 2005 Economic and Social Cohesion Programme. It was achieved by providing project management support to the Employer, construction supervision of the Works Contractors engaged by the Employer to execute the Works Contract.
The intervention was divided into three main tasks:
- Act as advisor to MDPWH in its role as Employer for the Works contracts and support the RDA’s/local beneficiaries in their implementation of the Employer’s obligations;
- Act as “The Engineer” under the Conditions of Contract for Construction based on FIDIC Red Book for the 8 Works contracts, covering rehabilitation of roads, construction/rehabilitaton of buildings, rehabilitation of environmentally damaged industrial areas, business infrastructure, tourism related infrastructure, etc.;
- Transfer “know-how” to the RDA’s/PIU and other related organisations and provide “hands-on” training of local beneficiaries’ staff seconded to the Consultant’s site teams.
