Project Description:
The overall objective is to further strengthen the administrative capacity of the country and the institutional framework in order to achieve sound and efficient management of the EU funds. The project purpose is to provide technical assistance to the respective Operating structures and beneficiaries of EU financed projects in order to further strengthen their capacities vis-a-vis the effective and efficient management of EU financed programmes/projects.
Direct assistance will be provided through three components:
Component I: Human Resource Development through implementation of the prioritised training activities within the IPA TSF:
- Development of specific curricula and training delivered through the newly established IPA Training and Support Facility (IPA TSF).
Component II: Strategic and operational management through assessment of operational procedures for the different Operating Structures, predominantly the monitoring and evaluation arrangements.
- Review and up-date of the existing monitoring and evaluation manual, assistance to SEA in their monitoring and evaluation role, assistance with the monitoring arrangements focused mostly on IPA Component I in order to facilitate the work of the Operating Structures and to analyse and compare the respective Manuals of procedures for each IPA component.
Component III: Cooperation and coordination for each of the OS the arrangements for coordination of donor assistance and programme based approach.
- This component should be based on the lessons learnt in terms of the existing institutional set-up of the PBA in the Government and on the identified gaps that prevent effective functioning of the PBA system, through introducing Performance Assessment Framework (PAF).
