Project Description:
The main objective is to support the Government of Guatemala in the implementation of the Food Security National Policy Document (PESAN in Spanish) by contributing to poverty alleviation, reducing food insecurity and chronic malnutrition. The National Food Security Department, along with the Ministry of Finance will be responsible for the coordination of the programme.
The specific objectives of PESAN are:
- Promotion of food availability by increasing the production of basic grains to contribute to the country’s self-sufficiency in food;
- Promotion of education, information and communication in food and nutrition, and exclusive breastfeeding;
- Improvement of coverage and quality of health, water and sewerage services and hygiene in families and communities, in order to reduce chronic malnutrition;
- Institutional strengthening of the Food Security national System (Sistema Nacional de Seguridad Alimentaria y Nutiricional – SINASAN).
Activities carried out:
- Strengthening of SESAN’s planning, coordination, integration and monitoring capacities for food and nutritional security interventions as well as the capacities of the institutions and of Government officials;
- Institutional strengthening of the National Council for Food Security;
- Support in the formulation of proposals for the update of PESAN (2013-2020);
- Improvement of the monitoring of food security indicators for the prioritization of public expenditure;
- Support in the introduction of a goal and objectives methodology and its monitoring and evaluation system for performance indicators;
- Support in the production of periodical surveys for the monitoring and evaluation of the situation;
- Inter-institutional and donors’ coordination;
- Implementation and monitoring of the communication and visibility plan of the Budget Support Programme.
